During the two sessions this year, Yuemeng Chen, Chairman of Zheshang Venture Capital Co., Ltd. speaks for this industry actively as member of the Standing Committee of CPPCC Zhejiang Committee. In the morning of Jan 28, Yuemeng Chen takes part in joint group discussion with presence of Zhejiang Provincial Governor Jiajun Yuan and speaks for venture capital and Science and Technology Innovation Board actively. He believes that Science and Technology Innovation Board provides a good platform and opportunity for Zhejiang to carry out innovation-drive strategy and project new economic field. Considering the specific situation of the board, he puts forward suggestions to speed up listing process of science and technology innovation enterprises including building incubator for science and technology innovation enterprises as soon as possible, establishing science and technology innovation development FOF (fund of funds), giving full play to Zhejiang University’s function in commercialization of scientific and technological achievements to provide listed projects for the board continuously, completing joint mechanism at province, city and county level to promote science and technology innovation enterprises to go public, establishing supervision and evaluation mechanism for listed science and technology innovation enterprises.

In the afternoon of Jan 28, the 2nd Session of the 12th CPPCC Zhejiang Committee holds the second plenary meeting, in which Yuemeng Chen, as a representative of China National Democratic Construction Association (CNDCA), gives a speech named Proposal on Promoting High Quality Development of Science and Technology Innovation Enterprises in Zhejiang. Considering significance of Science and Technology Innovation Board, Yuemeng Chen puts forward five suggestions on promoting high quality development of science and technology innovation enterprises: (I) speed up construction of incubators for science and technology enterprises and forest innovative enterprises cluster from both quality and quantity; (II) carry out University-Industry-Science-Utilization partnership program, and optimize configuration of innovative factor resources; (III) complete innovative achievements transfer mechanism and strengthen provision of science and technology innovation enterprises service system; (IV) intensify policy support to stimulate innovative vitality of science and technology innovation enterprises; (V) fulfill seamless connection and linkage mechanism between science and technology and finance to boost science and technology innovation enterprises to go public.

Yuemeng Chen’s another proposal focuses on inspection and testing industry. “Inspection and testing industry is one of the quality infrastructure to provide powerful support for economic and social development, and an important foundation for enhancing product supply quality and accelerating industry transformation and upgrading.” In CPPCC meeting on Jan 27, Yuemeng Chen suggests that Zhejiang should speed up further the construction of National Inspection and Testing High-tech Service Industry Cluster Area (Zhejiang).
In order to let National Inspection and Testing High-tech Service Industry Cluster Area (Zhejiang) to grasp the first-mover advantage in constructing cluster area firstly nationwide, Yuemeng Chen suggests that: (I) grasp the opportunity of Hangzhou Jiangdong New District integration and accelerate prior development of cluster area; (II) gather advantages in every side and strive to build a national inspection brand; (III) strengthen further the organization leadership and policy measures. “Grasp the good chance of integration of Dajiangdong Industrial Cluster and Hangzhou Economic and Technological Development Zone, enlarge Hangzhou industrial park, adjust construction plan for cluster and industrial park on original basis, optimize further the development goal, functional orientation, construction plan and supporting measures, give full play to dimension advantage and leadership of Jiangdong New District and make it a bellwether in cluster construction”, explained Yuemeng Chen.
